what does "ready for paint" mean to you?

Looking for some perspective. What does "ready to paint" mean to you in a quote?

I am following another handyman's work to paint several interior rooms. He removed a built-in bookshelf that reached the ceiling, and now I have the crappiest ceiling patch I've ever seen-that looks like it will need both sanding, knockdown, and more compound. In another room, some molding was replaced around a skylight, which will now need some creative caulking for some large gaps to make it look right. Does this work sound like it falls under the "ready to paint" quote that they got? Looks like bs to me. If my helper left work like this I'd kick his butt to the street....or maybe I'm doing too much work to get things "ready to paint" if it doesn't really mean that.

And the thing that really gets me is the owner is traveling so they won't see the work until after the painting. Thoughts?
