Roofing and Asphalt shingles

I am building a shed dormer but the pitch is only 3 12. The building inspector states I can NOT use asphalt shingles and this is the code but can not show it to me. I planned on covering the entire roof in ice and water shield first and then putting shingles over but he said I must use a rubber roof. Is he correct? Do you think this is code or his preference?

Roof shingle companies do not recommend nor warranty shingles under 3 1/2" or 4" /12 pitch period.

Asphalt shingle manufacturers' limit their warranties to roofs with a slope of 2 in 12 with double underlayment coverage as also required by building codes and the NRCA.

What you have proposed meets all standards and code I am aware of.
