Roofing paper is not sheathing and it's not acceptable. Usually, though, roofers will be eager to replace sheathing as it's an extra charge. If they value the quality of their work, they should at the least have brought it to your attention.

However, if your contract didn't include replacing or patching missing/damaged sheathing, they may be in the clear legally.

foot size holes in the sheeting is not good.....but....reach up and feel the tar paper.....does it feel like roofing there, or metal.....alot of times roofers will put sheet metal(extra flashing) over the holes.....not the best....but done all the time.....and its pretty safe.....

Was this roofer selected by price? Tar paper that visible is a no-no.

I can't imagine anyone would think that is a GOOD thing. You should see plywood, not tar paper, in your attic.
