Charged for my own materials?

Just a WWYD question. I had some well and pump work done recently. Got the invoice in the mail yesterday and noticed a $4 charge for "two, 2" cement block". I swear he used two of the four cement blocks the pump had been sitting on. After reconfiguring the pump with pipe work, only two blocks were needed for the pump to sit on, so he removed the other two. And I'm sure he happened to remark that day that he "used a couple cement blocks outside down in to (raise?) up a piece of the well (mechanics)". I just now measured the height of the remaining blocks under the pump - 1.5" high.

It's only $4. But it's nagging me a little. And I wont' use "because I'm a woman they think they can get away with it" excuse I promise. Would they carry cement block in their truck? I suppose. Do I think so? No. I've already written the check and have it ready to mail tomorrow. Debating whether or not to call the company to just let them know I'm questioning it.
