Some grades/brands of acrylic semigloss feel very sandpapery when dry. The lower grades, obv. Top-grade can feel very smooth, not as good as Advance or oil enamel.

Maybe he means that he didn't sand after the primer. If this was new wood, it would have been the better option to prime, sand lightly, prime again, then first top coat, a light steel wool rub, and second top coat. That's what a top professional would do, if you paid for a top professional. If you paid for the low quote, then you usually get pre-primed stuff from a box store with one coat of low quality paint and nothing else.

The results you get are 90% about the prep work. And that last 10% has to do with using $10 a gallon paint, or $50 a gallon paint Skimping on either will show. Or, in your case, feel to the touch.

What can you do........let him know you're unhappy with the results and ask to see the paint they used. If it's a low quality paint, then ask for a better paint and a second coat.

In my case, it has less to do with the paint used (the same on both) than it did the way/direction the paint was sprayed onto the surfaces with the tops of the baseboard feeling gritty (and easily flaking) and the door surfaces being just fine.
