You've got a mix of jobs there that 100% absolutely should involve a licensed electrician. If this is for a handyman to do all of these jobs, then you aren't getting your money's worth. If you are using a real electrician for the electrical jobs, then the pricing is pretty spot on. You've got at least 3-4K worth of electrical on the list, and the other 2K is fussy PIA smaller "premium" jobs.

do yourself a favor and make sure that your
new recessed lights are insulation contact air tight
lights.

otherwise attic temps & insulation particles will
have entry into your home.

the recessed lights should have no holes in the
housing..ICAT. recessed lights that are not air tight
have holes in the housing.

the upcharge is minimal to purchase by the contractor's
pack. to retrofit IC to air tight later is about
$15 per light.

Ideally keep attic temps in the attic, rather than
adding to home's heating & cooling loads.
