Laminate on top of carpet

We have some old carpet that is glued down onto our basement concrete floors. There is no padding underneath that I can tell. I'd live to update. Can we lay laminate or vinyl flooring on top of this carpet? It's the type of carpet that really short and cheap.

No. And laminate is't a good choicebelow grade. Look at LVT. And remove the carpet.
