The term"bulkhead" has several applications and is seldom associated with conventional residential construction.
While precast can refer to poured concrete and/or modular homes, it post dates 1941.

Is this an exterior wall and is it wood framed, steel framed CMU or poured concrete?

Does the roof slope end over this wall?

Is the floor a slab?

Is the house 1 or 2 story?

You'll get better answers when you tell the whole story.

Thanks, snoonyb. This is a bulkhead to enter a basement that is mostly below ground. The basement is poured concrete, and a pre-cast bulkhead stairs set would have to be secured once a doorway is cut in the foundation. (We would be demolishing the old bulkhead stairs since we will be adding an addition in that space at the back of the house.) Then, bulkhead doors (steel) would be added on the exterior. The house is two story, but there is no roof or shingle involvement since this just involves the basement space/foundation.

So, you are adding to the house including the basement and are placing another "poured-in-plsce" stairway to facilitate entrance to the basement from the exterior.

I say "poured-in-place" because a precast is poured somewhere else and then placed with a crane and water proofing becomes an issue.

A "ballpark estimate" without an engineered set of plans would be, to say the least, a wild guess.

The new bilco doors are at least $800 (uninstalled) around here.

The cost of the new stairs will be rolled into your estimates for excavation and foundation, and will depend on how many stairs you need, if the mixer truck can get close or if they need additional equipment to move the concrete in, etc. Figure at least a couple grand.

Your public library may have a copy of the National Construction Estimator books - it took me a little while to figure out how to use them, but if you use the high cost area factor you should be able to get a sense of prices for various options. I bet there is an app for this, too, but I haven't found it.
