The document at the above URL is a list of proposed code changes from a meeting of the Code Action Committee. The proposals were revised in subsequent meetings and not all were approved.

The 2015 IRC book from the ICC comes with the companion book: "Significant Changes to the International Residential Code: 2015 Edition" for $150 but you can buy the companion book from Amazon or Walmart for about $40 plus shipping.
