I would think all marmaldes have to cook first

Raw orange peel in jelly is not good....it has to be cooked....and orange peel has natural pectin which needs to be cooked to work.
If you do find such a recipe, I will pretty well guarantee it won't be good.
Do you really want to eat pieces of raw orange peel?

OK, thanks for the tips. I hadn't thought about the raw peel.
