LOOKING for: Tempura batter with 3 ingredients only

A friend of mine makes the best tempura I've ever had. He uses only flour, soda, and salt, then mixes it with cold water. If any of you have this recipe, I'd be very grateful. Thanks in advance!

This is from the NY Times site. Is he one of those who won't share a recipe?

2 1/4 cups cake flour
1/2 teaspoon baking soda
1 teaspoon salt
2 cups cold water

Well sort of, Ginger. He said that his son got it from a Japanese family who had used it for generations and asked him to keep it a secret. LOL. The man is a bit elderly and the Internet is like a foreign language to him, so I just didn't press.

Thanks so much for the recipe. I had searched for it and couldn't find it.
