replace Main Valley Roof Rafters?

We are in the process of selling our 104 year old home. During inspection, the inspector questioned whether a brace reinforcing a water damaged rafter was appropriate. Long story short, the realtor called in a Structural Engineer (her husband) who is recommending that we replace both Main Valley Roof Rafters because both are in "failed condition." In a letter he estimates this cost to be $9,500, but provides no design or details to support that cost.

Because this work can't be completed before closing, the buyer is asking us to put the funds in a repair escrow so they can have the work done after closing. I have two questions about this:

1. Does the estimate sound on target and/or are there other options rather than replacing both rafters? This is a 104 year old home and there is no evidence of sagging, bowing, etc...
2. Any experience with liability issues here? If we agree to this (and, if we do, we will forego all proceeds on the sale of the house) could we be setting ourselves up for financial devastation in the long-term if a catastrophic event occurred before the new owners made the repair?
