Ledger doesn't line up with house rim

I wanted to keep my deck around 4" below a slider threshold for snow and such. It's a 2x12 rim joist on the house and my ledger is also 2x12. Dropping the deck makes the overlap of the 2 joists around 7". Is that ok or do I need to block between studs under the house to stagger the bolts more vertically? (2nd story deck) Also, the siding is T1-11 (ugh!) that doubles as a shear wall so, I can't cut the siding and flash. Instead, I'm using Deck2wall spacers. They have no specs for bolt size. The span from the ledger to the 1st beam is 5' so I was planning on 1/2" bolts, 32" oc. Seem ok?

16" O.C. would probably be better. You're probaably using 1/2" galvanized lag bolts and washers. I think you'll be OK.
