decisions-HELP

My aging parents need new front and back steps leading into their home. Two steps in, but one is about 4 inch step up and the other one is about 8 inch step up. The 8 inch is getting too much for my 82 year old dad. I got an estimate from a concrete guy to put in a new step that is six inches up, thereby making both steps 6 inches and a new rail to help. But my brother wants to go with composite decking material just built over the step. He says it will be cheaper. I have heard that they are very slippery and I worry about my parents slipping and falling. He has composite decking at his house and says its fine. Has anyone here had experience with composite decking? If yes, what brand and what do you think of it, how it held up and is it slippery when cold or wet?
thanks
