laying concrete pavers on top of concrete pavers

I want to lay new larger (450mm X450mm)concrete pavers on top of existing smaller (170mm X 140mm) concrete pavers.
The existing pavers have been down for about 25 years the surface is no longer attractive or fashionable but the pavers generally are sound and level with only very minor localized subsidence
1) Can This be done??
2) Recommended Prepreparations
3) What is the best bonding media mortar, bedding compound or adhesive, cement or any other options??
All advice and help would be appreciated

Recommended preparation: tear out the old pavers and do it right.
