New concrete / block porch build turned into nightmare

I hired a cheap contractor to rebuild my front porch. Its not very big, 3' x 3' cap on block, 2 3' long steps and a 4' x 6' solid pour pad. He replaced the block fine but his concrete skills are far from good. There is a piece of particle board he used to pour the cap onto, and it can be seen underneath. The pad is not straight, its off by 2" on length and width. He didn't have enough concrete to finish the steps, said he would come back the next day to finish. He never came back. So I have 1 5" step on a 20" rise.

So my questions are is there a good way to fix this?
Can you add concrete to the existing concrete? Would Need to add to the sides of the cap too.
I need to add two steps on top of the 5" existing one too.
I can finish the work, but I'm worried its not going to look good or be as strong if I'm adding cement on top of cement.
Any help would be greatly appreciated. I'm done with this contractor.
