repairing a seawall ....have 2 choices

The house is at the end of a canal. The flow is slow as the canal takes a turn at the half way point so the water flow looses it's power by the time it reaches the end...And we are 2 ft at low tide.
My question is why the contractor is putting the pilings behind the 2x10 planks as opposed to outside like the other properties?
