Walk-Up Basement stairwell cover

I have a walk-up basement. There are 4 stairs to get down to my basement door. The door is 82" tall (standard door) and 42" is below ground. The stairs are cement and in a cement block stariwell. There is a drain at the bottom. The entire stariwell is exposed to the elements, particularly lots of grass and tree debris that can clog the drain.

What can I cover the stairwell with to keep out debris and rain? Regular cellar doors are used if the entire door is below ground. These doors would only cover 3/4 of the my door and prevent me from opening the door and also look goofy. What do others do with such a situation?

Are you sure Bilco doesn't have a door & sides that would work? Check their website.
