Painted deck chipping.. how to repaint/stain?

I bought a house with a painted deck. The paint on the deck is chipping.. I would like to sand it down and stain, but this just seems like a huge effort.

How do I go about repainting it? If I just paint new coats over top, will the paint underneath continue to chip? Do I need a primer? Is it necessary to sand or should I just powerwash it?

Its like the Contractor the broke me in years ago usta say.

If you want high grade Oats you will pay a high grade price. But if you dont mind Oats that have been thru the Mule one time...Lets Make A Deal!!!!

Painting a deck is a bad idea to begin with.

You can either flake off the chips and paint over them.Of course it will just chip out again.

Or you can sand the whole thing down to bare wood and put a quality out door finish on. J.
