Deck made from freeway guardrails seek advice on stain/seal/varni

I made a deck out of freeway guardrails. I don't know exactly what chemicals is in the wood as a preservative (creosote) or ?
My question is what can I use to stain/seal this deck. I want to seal in any residual smell (and it's not terrible), I want to cover the wood to minimize splinters to bare feet.
I was told to get a marine varnish... Any words of advice would be appreciated. the house is close to the ocean.
