Mildew on fir not responding to treatment!

I've been reading this forum for a while but this is my first post and I'm really hoping someone can help me. We have a new construction fir front porch that has what I assume are mildew stains along the outer periphery where moisture was trapped under the tarps we used to protect it from rain. We are getting ready to stain it using Wood Tux and thought cleaning it off would be a simple matter. HA!

So far today we have treated it with oxygen bleach (JOMAX) twice, chlorine bleach and TSP combo, and oxalic acid. None of these things have had the slightest effect whatsoever! We really wanted to put the Wood Tux on it tomorrow but the stains look awful. Does anyone know how to get rid of these stains? And failing that, what will happen if we apply the Wood Tux over them, given that the surface has at least been cleaned?
