Repairing a really rusted railing

Hi,

I posted this in the metal forum but gotten no response. I have a metal railing that's been rusting for a very time (decades?) and was wondering if it can be repair. Can someone for example cut out the rusted part and then weld on a healthy piece or am I better off just getting new railings?

The following link goes to a healthy railing and the rusted railing. I am not sure what the railing is made of, but I assume it's iron.
