Can I cover an existing solid color 'stain'?

I say "stain" because the can says that's what it is, but it seems to be more paint like than stain. Our deck needs to be replaced, but for a year or two we'll have to make do with a paint touch up. The former owners painted it with NatureGuard solid color weatherproofing latex deck stain, and they did a really bad job of it. After just a few years it has flaked and worn away in many areas, exposing the wood to the elements. We're new to this, so we thought we'd ask if anyone is familiar with this type of product. Can we simply get another solid color stain and paint right over? Or, as the can says, must we first apply special strippers and cleaners to the deck? If so, any recommendations? Thanks in advance!
