Reframing Concrete Patio??

Hi, I could use your help.

I live in a Philadelphia rowhome and my "backyard" is in extreme use of a makeover. What needs help is not so much the concrete but the slope of the slab. Understanding the need for drainage, what I dont understand is why the original contractor poured the 10' x 10' area with about a 6" pitch. It's too severe to really be practical for furniture, grills, tables, etc...

What I'd like to attempt is a PA bluestone dry set with dirt/grass instead of mortor to level it off abit. Can I go straight sand and stone over concrete? I'm also worried that, when leveling, I have 3" sand to stone on one end and I go to 8" or so on the other, I'll have dramatic shifting problems...
