Your post isn't clear - are the posts in place? Do they follow the terrain or are they level?

My thought: With board-on-board, your dog-eared boards would look best installed vertically. If the horizontals are yet to be installed, I believe stepping them with the grade but installing them level between adjacent posts would look correct. This way, you can have the dog-eared boards equal in length yet have the fence follow the grade.
