(first off, I'm not sure if this is better in a roofing section, so please feel free to move this if it is more applicable there!)

I recently purchased a house where I have a balcony overlooking our pool. The problem is, the surface of the balcony is covered with tar & gravel (I think), which is a problem:

- The gravel gets into my pool below

- The gravel is rough on your feet

My question is - is there something I can put over this so that the loose gravel doesn't keep falling into my pool? If I can get that gravel secured, I was thinking about adding this snap-together wood decking over it:
