Need Opinion on Deck Support

I am replacing my existing deck. The under structure is in good shape. I have decided on Azek Acacia and understand it needs more support that the 16 inch supports I currently have.One contractor has suggested that we add additional boards as support right next to the existing ones thus making the span more like 14 inches I thought this was a good idea but would like the opinion of the wise folks on this forum? I do not like the railings and would prefer a flat toped rail with no posts that stick up above the railing. Suggestions?

Rather then place joists next to each other,(which can trap moisture), just center the joists, in each existing bay. This will make the decking span even shorter, for a more solid feeling deck.
