Installing Paver Patio Over Sitting Water

Hello all, I really hope someone can help me here. I have a small back yard, and live in a development where the association doesn't want homeowners installing a permanent patio structure in their backyard. So I won't excavate the land and install the gravel and sand mix. But I would still live to have a paver patio.

I have a sloping concrete slab out back my patio door and sitting water whenever it rains right in front of it. I'm worried that if I install the pavers over the sitting water, that in the winter it could freeze and up root the pavers. Any suggestions to solve this problem?

Also, is there a way I can install the pavers without excavating the land then installing the gravel and sand base? For example can I dig just enough where I can lay a sand base down then the pavers, then throw down some finishing sand?
