brick patio and steps

I have added a new covered porch to the house. We will be enlarging the brick walk to make a brick patio. Does the patio go down first and we set the steps on top or do we install the steps and railing and then fit the bricks around it?

Most likely you will need to have footings for the base of the stairs. I would dig and pour them to establish the grade. Depending on whether you want brick below the stairs you could then install the patio and finish with the stairs ending atop the footings.
