help - mold and solid stain peeling issues

I built a pressure treated Deck in Sept 08. left it bare till 7/09. Then stained it with Cabot's oil base solid decking stain. 1 coat on verticals, 2 on horizontals.

Here's the deck (not near ground)

By September 09 I noticed mold growing on the upper surface:

I used a Bear anti mold product on it and it cut the surface mold considerably.

After this winter, I'm noticing the stain peeling on the surface and a lot of mold underneath the deck:

Looking for advice on stopping mold and repairing surface. What do I wash/scrub the mold with?
What do I do with the surface? Rent a floor sander and use a coarse grit?
