renovating deck with no maintenance materials

We bought a home with a large deck built of pressure treated lumber (including railing). The previous owners stained the surface and painted the rails. It looks nice, but because it was pt lumber it doesn't last, requiring new stain and new paint about every other year.

We are toying with the idea of ripping off the decking and stairs and railing and replacing those with the new composite wood products we see advertised. We of course know zero about this all and would have a contractor come in and do this. And idea on cost per sq foot to do something like this appreciated, too.

I was wondering if you can leave the support foundation of the deck, which isn't moving and is in great shape, and just resurface the deck and install maybe some white railing. I don't want to do this to make it look cheap. I just don't want to spend $600-$1000 every couple years to scrape and paint and restain it.

Or maybe I'm missing something easier that would accomplish the same goals.

I'm in IL, so extreme cold and lots of snow on deck.
