Partially Replace old Deck?

Hi,

I have 14 yr old cheap (original contractor) deck on my small townhouse. (deck on second-level back) It has never been maintained.

The deck surface and railings need completely replaced. I want to add steps to ground level, and expand overall size by 1 - 2 feet in length and width.

I would use a better contractor and upgrade the quality, but...

- Could a contractor use the "Existing 2 Posts cemented into ground" and just add new ones for the expansion + whatever was needed for steps (or would he need / want to replace the old posts also?)

- Could a contractor use the existing framing and ledge where it is bolted to my house? (I believe they are in good shape) Or would he want to replace these also?
