Landscape stairs are often not required to adhere to any building code. See, for e.g., here (at 3) in Callifornia.

However, from your pic, it's impossible to see if the stairs can be defined as landscape stairs. A call to your local municipal buildings department and you'll know the rules for sure.

Worthy.....the top of the stairs end/begin in my lawn! Not attached to anything.....!!! I read the building code you posted....doesn't look like a handrail is required by code? I planted bushes next to the open side on the left of the picture....was hoping a hedge would box it in....some day. :0) On the deck itself there is a railing, since the deck is suspended.

Mabey the rail looks good but dosent work all that well. They must just walk up the stone stair. You really do need rail and a gate. J.

The bears were climbing around the railing ends, that's been fixed. My question is about needing a hand rail down the stairs.....focus!!!!! :0)

I vote put the handrail on. The thing looks good and takes a nice picture but its a total injury just waiting for the right bad time. You,Me, The Code Book, and the unsteady Person knows it needs a handrail. Get your Iron worker out there.
