deck repair

I have a few problems here, the facia board needs replacing,as very well noticed.But the initial problem is the top deck is concrete, and it doesn't have a" drip lip"
so this is the culprit that has caused all my problems.
a carpenter ,advised me to cut back the floor boards by one or 2 inches under the faulty board and then put my new board on there. But where or how do I put on a drip lip for the run off of the upper deck?
Does any one have any better idea? what kind of material should I use? it faces south, lots of wind rain, etc on the hill~~
