The most common plaster problems are scaling due to high TDS and/or Calcium levels in the water and etching due to aggressive make up water. Low calcium levels can cause etching as the water tries to pull calcium from the plaster surface.
Can't really tell from the pictures about your problem. A water sample analysis would probably be helpful. Scaling is easiest to solve while etching is permanent.
