What is a hydrostatic valve?

What is the purpose of a hydrostatic valve on the bottom of a pool?
1) To relieve pressure and water from underneath a pool when it is empty
2) To relieve pressure and water from underneath a full pool
3) All of the above
4) None of the above (if so what is it for?)

To relieve water pressure from under your pool in the event that you drain it. Eventhough your shell is concrete it can and will float like a boat if the pressure gets too great. Once your pool is full of water then the pressure in and out equalizes.
