spa problems

I have had an inground jacuzzi built, and from the start have a problem with the jets.They buble the water upwards, spilling the water out on the deck.The contractor seams to be helpless abaut this situation.Also, my blower is extremely loud.
I need help. Any ideas?

Ask him to check the venturi's. They could be in backwards or not with the right size orifice.
Other problems might be pump size, plumbing size, and distance from the pump to the spa.
