Cement deck and coping separation

I am desperately in need of help! Apparently, according to the guy that fixed a leak and painted (whatever Brite) the pool last year, whom I called after a little tile fell from the tile line in the pool (pool is 14 yrs old), there is a small separation between the cement and the coping and even small weeds grow and I must pull them. He says water is getting in and expanding the pool and so some tiles may come off. Only the center of one has fallen but I can see a crack behind it although there is NO LEAK. I have a few extra tiles but can't figure out who can help or if we can seal this!! He says he doesn't do that kind of job, and I don't know who made the pool or the patio, I bought the house 14 years ago. PLEASE, any suggestions? can I seal it? (it happens in like 3 different areas in this kidney shaped pool) - got pictures available. Thanks!
