If I go Vinyl I am doing the Liner Covered steps, to me they look so much better. As far as tears it really depends on the installer and how you use the steps. They can do it by pouring Concrete or Use Steel, I prefer Poured Concrete, you can do the same for a bench or you can buy the pre-fabbed ones they make.

I just replaced my 16 year old vinyl liner, which is also on the steps (kidney shape pool). When the liner was 14 years old it pulled away from one corner of the step, last year pulled away from wall in deep end, both were fixed by PM, and is part of the reason we replaced our old almost white liner. I don't think we ever had a tear on the steps, but know we had one near the ladder.
