You or your contractor didn't get a permit before you started the remodel? Here in CA, we have to get a permit before we start work on just about anything. There is a series of steps along the way where an inspector comes out to check off that it's okay to move on to the next step.

The same inspectors that check your residence check pools. Contact your local office.

I contacted the Engineering Permits Dept in my county and it was explained to me that the county has no pool codes to enforce. I called the TX State Engineering Dept and was told the state adheres to the 2006 International Residential Building Code, Pool/Spa section. There are no enforcing entities but the state will get involved in insurance cases.

If you are having issues with your builder and comfort level is low to non-existent, and if your budget allows, you could hire a private inspector (hopefully with pool/spa experience) for an evaluation. A pool builder worth his salt would ensure work is to code and you shouldn't have to worry about this issue.

I don't mean to scare anybody, I think most work is done up to existing national codes. However, one can establish a correlation between places with no codes/code enforcement./permitting and builders with inadequate skills. With no enforceable codes, anybody can call themselves an "expert" and get away with it in case of mishaps.
