IC40 Sanitizer

I'm relatively a novice with salt water pools so, this is probably a stupid question:
Have a new sanitizer (one mo. old) and the flow light on it is red and the cell light is off. Is it supposed to be off or should it be either red or green? Sanitizer output is 60%, and salt level is flashing between good and low level.

Pentair phone support is very good. Give them a call. It can take awhile for them to answer but they've answered every question I've had competently and thoroughly.
