Hayward H400 Pool Heater

My blower motor will not start on its own. I found that if I help the motor shaft by turning it a half of a turn using a screwdriver, the blower operates and heats the spa to the desired temp. Like I said it needs a bump start to get going.

Is it the blower motor or is the some sort of a relay that has gone south on me?
