Am I getting Ripped off?

Hi! I Have a 16' x 34' pool with 3' to 10' depth. Its a Gunnite pool and I got a quote to for Replastering for $13,500. He wants another $4500 to put new 6" tiles all around the water line. I was expecting the quote to come around $4000-$6000. Can someone give me what is a fair price for replastering for this size pool. I live in Indianapolis.

Im in Phx, AZ and you can get tile and plaster for $6000 or less. Definitely get a couple more quotes!

I Called every pool company in Indianapolis. 5 people came to look at the pool. This is the only guy to give me a quote. Apparently there are only 3 companies in all of Indianapolis who do replastering. All other pool guys are middle men who take a cut and refer their business to one of those three. This guy is one of them. I can't find out who the other 2 companies that do Replastering
