Plaster Discoloration

Hi,
Does anyone have a clue on what is causing the plaster discolorations? I thought it was algae, but the pool is fully chlorinated and I tried wet sanding the area to no avail. I thought it was metal but I only have a light in the pool and the metal light trim doesn't seem to be leaking anything. I had the pool plastered about 2 years ago and the stains showed up about 6 months after/ I have seen this on other white pools too.
