Building inground pool in exceptional drought

Is there any danger in having a pool built in an exceptional drought like we're having here in se texas? It usually rains about 4 inches per month, but i haven't had one inch in the past 3-4 months. Ground is very sandy in my area. Waiting on hoa approval and should be good to go by next week or so.

No danger if enough steel is placed in the shell of the pool and the Gunite is proper thickness
