Pool Step Height Question

We are in the process of building an inground gunite pool. After the gunite was sprayed last week, I noticed that the first step, from the pool floor, is 16 inches high. Can anyone tell me if this is too high? I have asked my PB, but they assured me that this is standard. Any help would be greatly appreciated!

If you 4 " coping, that would put your first step about 9" down. I do believe that is standard. We made ours 7" to help my mom a bit.

I think ours is higher than that. I was worried, too, but my pool builder (and several people here) assured me that when you're in the water, it doesn't feel like a 16' rise. It's true!!!

It sure seems high without the water, though.
