Sounds like the flow sensor is bad ..it checks the salt as well ..clean the cell with a 2 to one mix of water and Muriatic acid...in a bucket with the power cord end on the cell down. The flow sensor can be replaced on the cell...

Yes because it will never turn on because it it looking for flow....the byproduct of the process is hydrogen gas so that's why there is a flow sensor to keep the cell from imploding ....ever notice the small bubbles coming from the return that is nearest to your equipment?

I had the fuse holder which is inside the mounted electrical box go bad. I checked the fuse and found it rusted and corroded. I went online and found the part number and ordered it and replaced it myself. Very easy, just disconnect a couple of wires and put them back together. I believe I was getting the same message but not 100% sure, happened a couple of years ago.

If the fuse holder goes bad you will not have any power to the cell at all and cleaning will only help if your salinity reading will not stabilize.....did you guys know that a lot of data is stored in the cell and most service centers have a wand that can pull the data from the cells? I carry one in my service van...
