Circulator rotating pool return

Does anyone have any experience with the Circulator rotating pool return? Does it work? Does it increase pressure in the plumbing to a dangerous level? Will it help me solve my dead spot problems in my pool?

Any help or other ideas would be great. I have tried every pattern of changing the eyeballs and I am out of ideas.
