Building a concrete bowl in the backyard

Ok, so, I live in Maryland (Baltimore County) and I want to build a 3.5'H x 20'L x 20W' above ground, concrete bowl (for skateboarding) in the back yard. I kow I have to call Ms Utility about digging the footer for the block wall, but that's about all I know for sure.

How much trouble will it be to get proper permits and make sure I'm zoned correctly?

You will have better luck calling the county or the town zoning and building permits office than you will asking strangers on the Internet.

I'm not asking what to do, I'm asking how much of a pain in the ass it's going to be. It's should be obvious that I already know that I need to get a permit and find out if I'm zoned correctly, as previously stated...I want to know what I'm getting myself into.

It depends on what kind of a PITA that YOUR permit office wants to be. Call them and ask.
