Bubblers

Just about to start a new build in Phoenix. Our design includes 3 "telescopic step bubblers". These are placed in 3 separate locations throughout the pool at varying depths. After doing an obscene amount of research on this forum (this is my first post), I'm now a little confused. Does the pipe need to pop up out of the pool floor for areas that are just 6" deep? One of ours will be on a baja shelf and if the telescoping aspect can be eliminated at such a shallow depth I'd seriously consider moving all three to this location. My builder said than when these devices are "on" they're very susceptable to damage. With 5 and 7 year old boys they will most definently be broken off so we'll be forced to enact a strict "no bubblers while swimming policy" which may be kind of a drag. But, if we can have them all permanently flush with the floor of the baja shelf we'd do it that way. Thanks.
